 Relief for Ulhasnagar residents as state starts to regularise homes

Major step is expected to resolve one of the city’s longest-standing housing issues

Thousands of families living in houses in Ulhasnagar built before 2011 may finally get legal ownership rights after the Maharashtra government initiated a major regularisation process for old residential encroachments. In a significant step aimed at resolving one of the city’s longest-standing housing issues, a special review committee has now been constituted for the 141 Ulhasnagar assembly constituency, with MLA Kumar Ailani appointed as its chairman.The decision is being viewed as a major relief for thousands of lower and middle-income families who have spent decades living in uncertainty despite living in these homes for years. Several residents of old settlements and slum pockets in Ulhasnagar have struggled to obtain legal property status, civic amenities and redevelopment benefits because their homes were categorised as unauthorised structures.The government recently decided to regularise residential encroachments that existed on or before January 1, 2011, by invoking provisions under the Maharashtra Land Revenue Code, 1966. The policy aims to provide long-awaited legal recognition to poor and needy citizens occupying residential structures built before the cut-off date.Following the government resolution, a crucial meeting was held on April 27 at the Thane District Planning Committee Hall under the directions of Deputy Chief Minister and Thane Guardian Minister Eknath Shinde. During the meeting, officials decided to establish constituency-level review committees to accelerate scrutiny and implementation of regularisation proposals.As per the resolution, the committee includes the Ulhasnagar tehsildar, the city survey officer, an assistant commissioner from the Ulhasnagar Municipal Corporation and a deputy engineer from Maharashtra State Electricity Distribution Company Limited as members. Sub-Divisional Officer Vijayanand  Sharma  has been appointed as the member secretary.

Ailani said the move would provide long-awaited relief to thousands of struggling families in the city.Many families in Ulhasnagar have spent their entire lives in these homes but continued to live without legal protection. This decision is a humanitarian step towards giving dignity and security to poor citizens. Our committee will ensure that deserving residents get justice in a transparent manner,” Ailani said.Officials said the review committee will hold meetings every three months and submit detailed reports to the guardian minister and the Thane district collector. The panel is expected to verify whether structures existed before the 2011 cut-off date and coordinate with revenue, municipal and utility departments before recommending regularisation. Residents across Ulhasnagar welcomed the move, saying it could finally end years of fear and uncertainty surrounding their homes.For years we have lived with the fear of demolition despite paying taxes and electricity bills. If our homes become legal, it will completely change the future of our children,” said a resident from one of the city’s old settlements.Another resident said the decision could improve access to loans, redevelopment opportunities and civic facilities. “People have been treated as illegal occupants for decades even though entire generations have grown up here. Legal recognition will give families stability and respect,” he said.The development is expected to particularly benefit residents living in old colonies, slum clusters and long-standing unauthorised residential pockets spread across Ulhasnagar. Citizens believe the regularisation process could now pave the way for property documentation, legal civic connections and future redevelopment benefits.For many families, the government’s move is being seen not just as an administrative decision but as recognition of homes and communities built through decades of struggle and survival.

उल्हासनगर में 2011 से पहले बने घरों में रह रहे हजारों परिवारों को महाराष्ट्र सरकार द्वारा पुराने आवासीय अतिक्रमणों को नियमित करने की एक बड़ी प्रक्रिया शुरू करने के बाद अंततः कानूनी स्वामित्व अधिकार मिल सकते हैं। शहर की सबसे पुरानी आवास समस्याओं में से एक के समाधान के उद्देश्य से एक महत्वपूर्ण कदम के तहत, 141 उल्हासनगर विधानसभा क्षेत्र के लिए एक विशेष समीक्षा समिति का गठन किया गया है, जिसके अध्यक्ष विधायक कुमार ऐलानी को नियुक्त किया गया है। इस निर्णय को हजारों निम्न और मध्यम आय वर्ग के परिवारों के लिए एक बड़ी राहत के रूप में देखा जा रहा है, जो वर्षों से इन घरों में रहने के बावजूद दशकों से अनिश्चितता में जी रहे थे।  उल्हासनगर की पुरानी बस्तियों और झुग्गी-झोपड़ी वाले इलाकों के कई निवासियों को संपत्ति का कानूनी दर्जा, नागरिक सुविधाएं और पुनर्विकास लाभ प्राप्त करने में कठिनाई हो रही है क्योंकि उनके घरों को अनधिकृत संरचनाओं की श्रेणी में रखा गया था। सरकार ने हाल ही में महाराष्ट्र भूमि राजस्व संहिता, 1966 के प्रावधानों का हवाला देते हुए 1 जनवरी, 2011 को या उससे पहले बने आवासीय अतिक्रमणों को नियमित करने का निर्णय लिया है। इस नीति का उद्देश्य कट-ऑफ तिथि से पहले बने आवासीय ढांचों में रह रहे गरीब और जरूरतमंद नागरिकों को लंबे समय से प्रतीक्षित कानूनी मान्यता प्रदान करना है। सरकार के इस प्रस्ताव के बाद, उपमुख्यमंत्री और ठाणे के पालक मंत्री एकनाथ शिंदे के निर्देश पर 27 अप्रैल को ठाणे जिला योजना समिति हॉल में एक महत्वपूर्ण बैठक हुई। बैठक के दौरान, अधिकारियों ने नियमितीकरण प्रस्तावों की जांच और कार्यान्वयन में तेजी लाने के लिए निर्वाचन क्षेत्र स्तर की समीक्षा समितियों की स्थापना का निर्णय लिया। प्रस्ताव के अनुसार, समिति में उल्हासनगर के तहसीलदार, नगर सर्वेक्षण अधिकारी, उल्हासनगर नगर निगम के एक सहायक आयुक्त और महाराष्ट्र राज्य विद्युत वितरण कंपनी लिमिटेड के एक उप अभियंता सदस्य के रूप में शामिल हैं। उप-मंडल अधिकारी विजयानंद शर्मा को सदस्य सचिव नियुक्त किया गया है।

 ऐलानी ने कहा कि इस कदम से शहर के हजारों संघर्षरत परिवारों को लंबे समय से प्रतीक्षित राहत मिलेगी। उल्हासनगर के कई परिवारों ने अपना पूरा जीवन इन्हीं घरों में बिताया है, लेकिन कानूनी सुरक्षा के बिना जीवन व्यतीत करते रहे हैं। यह निर्णय गरीब नागरिकों को सम्मान और सुरक्षा प्रदान करने की दिशा में एक मानवीय कदम है। ऐलानी ने कहा, "हमारी समिति यह सुनिश्चित करेगी कि योग्य निवासियों को पारदर्शी तरीके से न्याय मिले।" अधिकारियों ने बताया कि समीक्षा समिति हर तीन महीने में बैठक करेगी और पालक मंत्री और ठाणे जिला कलेक्टर को विस्तृत रिपोर्ट सौंपेगी। समिति से अपेक्षा की जाती है कि वह यह सत्यापित करे कि क्या संरचनाएं 2011 की कट-ऑफ तिथि से पहले मौजूद थीं और नियमितीकरण की सिफारिश करने से पहले राजस्व, नगर निगम और उपयोगिता विभागों के साथ समन्वय स्थापित करे। उल्हासनगर भर के निवासियों ने इस कदम का स्वागत करते हुए कहा कि इससे अंततः उनके घरों को लेकर वर्षों से चले आ रहे भय और अनिश्चितता का अंत हो सकता है। शहर की एक पुरानी बस्ती के एक निवासी ने कहा, "वर्षों से हम कर और बिजली बिल चुकाने के बावजूद विध्वंस के भय में जी रहे हैं। अगर हमारे घर कानूनी हो जाते हैं, तो यह हमारे बच्चों के भविष्य को पूरी तरह से बदल देगा।" एक अन्य निवासी ने कहा कि इस निर्णय से ऋण, पुनर्विकास के अवसरों और नागरिक सुविधाओं तक पहुंच में सुधार हो सकता है।  “यहाँ पीढ़ियों से लोग रहते आए हैं, फिर भी दशकों से इन्हें अवैध कब्जेदार माना जाता रहा है। कानूनी मान्यता मिलने से परिवारों को स्थिरता और सम्मान मिलेगा,” उन्होंने कहा। इस विकास से उल्हासनगर में फैली पुरानी कॉलोनियों, झुग्गी-झोपड़ी क्षेत्रों और लंबे समय से अवैध रूप से बसे आवासीय इलाकों में रहने वाले निवासियों को विशेष रूप से लाभ मिलने की उम्मीद है। नागरिकों का मानना ​​है कि नियमितीकरण प्रक्रिया से अब संपत्ति के दस्तावेजीकरण, कानूनी नागरिक संबंधों और भविष्य में पुनर्विकास के लाभों का मार्ग प्रशस्त हो सकता है। कई परिवारों के लिए, सरकार का यह कदम न केवल एक प्रशासनिक निर्णय है, बल्कि दशकों के संघर्ष और जीवन-यापन के बाद बने घरों और समुदायों की मान्यता भी है।
