Maharashtra SIR: SP MLA Rais Shaikh Warns Against Deletion Of Minority And Marginalised Groups’ Names; Urges Joint Opposition Action

Mumbai: Samajwadi Party MLA Rais Shaikh has Called for the immediate formation of a Joint Action Committee (JAC) Comprising all Opposition Parties to Monitor and ensure transparency and fairness in the proposed ‘Special Intensive Revision’ (SIR) process in Maharashtra.

Proposed Safeguards Listed

Shaikh outlined key measures, such as the creation of a monitoring mechanism to prevent the arbitrary deletion of names from electoral rolls, guiding workers in every constituency, informing citizens of their rights, providing legal assistance where required, and conducting a legal review of the entire process to ensure it is carried out in accordance with rules and in a transparent manner.

Shaikh stated that an urgent meeting should be convened during the ongoing budget session of the state assembly to hold a detailed discussion on the issue and finalise a concrete action plan.

Letters To Opposition Leaders

In his letter to Maharashtra Pradesh Congress Committee President Harshvardhan Sapkal, Nationalist Congress Party (Sharadchandra Pawar faction) state President Shashikant Shinde, and Shiv Sena leader and MP Sanjay Raut, Shaikh Emphasised the need for coordinated action to ensure transparency and fairness in the implementation of the SIR process.

Fears Of Irregularities

"During the Special Intensive Revision of electoral rolls, there is a possibility of serious irregularities during its execution.

The Names of Minority Communities, Marginalised sections, and other ordinary citizens could be unlawfully removed from the voters’ list," said Shaikh.

Call For Legal Oversight

Citing past instances where similar complaints had surfaced in different regions, Shaikh stressed that ensuring transparency, legal accuracy, and justice in the SIR process is essential.

"Therefore, a Joint Action Committee of all opposition parties should be constituted without delay.

The committee should oversee the SIR process, collect complaints, initiate necessary legal steps, and provide continuous guidance to party workers and local leadership.

मुंबई: समाजवादी पार्टी के विधायक रईस शेख ने महाराष्ट्र में प्रस्तावित 'विशेष गहन पुनरीक्षण' (एसआईआर) प्रक्रिया की निगरानी और पारदर्शिता एवं निष्पक्षता सुनिश्चित करने के लिए सभी विपक्षी दलों को मिलाकर एक संयुक्त कार्य समिति (जेएसी) के तत्काल गठन का आह्वान किया है।

प्रस्तावित सुरक्षा उपाय

शेख ने प्रमुख उपायों की रूपरेखा प्रस्तुत की, जैसे मतदाता सूची से मनमाने ढंग से नाम हटाने से रोकने के लिए एक निगरानी तंत्र का गठन, प्रत्येक निर्वाचन क्षेत्र में कार्यकर्ताओं का मार्गदर्शन, नागरिकों को उनके अधिकारों की जानकारी देना, आवश्यकता पड़ने पर कानूनी सहायता प्रदान करना और पूरी प्रक्रिया की कानूनी समीक्षा करना ताकि यह सुनिश्चित हो सके कि यह नियमों के अनुसार और पारदर्शी तरीके से संपन्न हो।

शेख ने कहा कि इस मुद्दे पर विस्तृत चर्चा करने और एक ठोस कार्य योजना को अंतिम रूप देने के लिए राज्य विधानसभा के चल रहे बजट सत्र के दौरान एक तत्काल बैठक बुलाई जानी चाहिए।

  विपक्षी नेताओं को पत्र

महाराष्ट्र प्रदेश कांग्रेस कमेटी के अध्यक्ष हर्षवर्धन सपकाल, राष्ट्रवादी कांग्रेस पार्टी (शरदचंद्र पवार गुट) के प्रदेश अध्यक्ष शशिकांत शिंदे और शिवसेना नेता एवं सांसद संजय राउत को लिखे अपने पत्र में शेख ने विशेष मतदाता सूची संशोधन (एसआईआर) प्रक्रिया के कार्यान्वयन में पारदर्शिता और निष्पक्षता सुनिश्चित करने के लिए समन्वित कार्रवाई की आवश्यकता पर बल दिया।

अनियमितताओं की आशंका

"मतदाता सूचियों के विशेष गहन संशोधन के दौरान, इसके क्रियान्वयन में गंभीर अनियमितताओं की संभावना है।

शेख ने कहा, "अल्पसंख्यक समुदायों, हाशिए पर पड़े वर्गों और अन्य आम नागरिकों के नाम मतदाता सूची से गैरकानूनी रूप से हटाए जा सकते हैं।"

कानूनी निगरानी की मांग

विभिन्न क्षेत्रों में इसी तरह की शिकायतों के सामने आने के पिछले उदाहरणों का हवाला देते हुए, शेख ने इस बात पर जोर दिया कि एसआईआर प्रक्रिया में पारदर्शिता, कानूनी सटीकता और न्याय सुनिश्चित करना आवश्यक है।

 अतः, सभी विपक्षी दलों की एक संयुक्त कार्य समिति का गठन तत्काल किया जाना चाहिए।

समिति को एसआईआर प्रक्रिया की निगरानी करनी चाहिए, शिकायतें एकत्र करनी चाहिए, आवश्यक कानूनी कदम उठाने चाहिए और पार्टी कार्यकर्ताओं तथा स्थानीय नेतृत्व को निरंतर मार्गदर्शन प्रदान करना चाहिए।
