Mahim Social Worker Abdul Wahab Bhoira Raises Serious Concerns Over BMC Birth Certificate Process

Mumbai: Mahim-based social Worker Abdul Wahab Bhoira has highlighted Major difficulties faced by Citizens While obtaining birth Certificates from the Brihanmumbai Municipal Corporation (BMC), Calling the Process “Extremely Complicated and frustrating.”

According to Bhoira, citizens are unable to apply for birth certificates online and are instead required to visit BMC offices in person.

“Even after reaching the office, the concerned officer is often not available at their desk, forcing people to make repeated visits,” he said.

He further pointed out that applicants are asked to produce hospital discharge slips as proof.

“How can someone produce such documents after 50 or 60 years? Alternative documents like school leaving certificates or passports are not accepted,” Bhoira questioned.

Highlighting delays, he said that even after multiple follow-ups, it can take up to three months to receive the certificate.

“In many cases, the certificate is issued without a name, which creates another problem.

Citizens then have to go through a separate and lengthy correction process,” he added.

Bhoira also noted that sometimes records are transferred to the BMC Head Office, where obtaining the certificate can take up to a year.

In several cases, records are simply not available in the system, leaving applicants helpless.

Apart from procedural issues, Bhoira criticized the lack of basic facilities at BMC offices.

“There are no proper waiting arrangements — no benches, no fans, and poor ventilation. The public is also unable to meet the Health Officer,” he said.

He Expressed disappointment over the inefficiency of the Aaple Sarkar Portal, stating that despite crores of rupees spent on digital systems, they remain largely ineffective for common citizens.

“Getting a birth certificate feels like completing a PhD,” Bhoira remarked, urging authorities to simplify the process.

He also demanded that these issues be raised at both the municipal corporation level and in the State Assembly to ensure accountability and reforms.

मुंबई: माहीम के सामाजिक कार्यकर्ता अब्दुल वहाब भोइरा ने बृहन्मुंबई नगर निगम (बीएमसी) से जन्म प्रमाण पत्र प्राप्त करने में नागरिकों को हो रही गंभीर कठिनाइयों को उजागर करते हुए इस प्रक्रिया को "बेहद जटिल और निराशाजनक" बताया है।

भोइरा के अनुसार, नागरिक जन्म प्रमाण पत्र के लिए ऑनलाइन आवेदन नहीं कर सकते और उन्हें व्यक्तिगत रूप से बीएमसी कार्यालयों में जाना पड़ता है।

 उन्होंने कहा, "कार्यालय पहुंचने के बाद भी, संबंधित अधिकारी अक्सर अपने डेस्क पर मौजूद नहीं होते, जिससे लोगों को बार-बार आना पड़ता है।"

उन्होंने आगे बताया कि आवेदकों से प्रमाण के तौर पर अस्पताल से छुट्टी की पर्ची मांगी जाती है।

भोइरा ने सवाल किया, "50 या 60 साल की उम्र के बाद कोई ऐसे दस्तावेज कैसे पेश कर सकता है? स्कूल छोड़ने का प्रमाण पत्र या पासपोर्ट जैसे वैकल्पिक दस्तावेज स्वीकार नहीं किए जाते।"

देरी को उजागर करते हुए उन्होंने कहा कि कई बार फॉलोअप करने के बाद भी प्रमाण पत्र प्राप्त करने में तीन महीने तक का समय लग सकता है।

 “कई मामलों में, प्रमाण पत्र बिना नाम के जारी किया जाता है, जिससे एक और समस्या खड़ी हो जाती है।

नागरिकों को फिर एक अलग और लंबी सुधार प्रक्रिया से गुजरना पड़ता है,” उन्होंने आगे कहा।

भोइरा ने यह भी बताया कि कभी-कभी रिकॉर्ड बीएमसी मुख्यालय में स्थानांतरित कर दिए जाते हैं, जहां प्रमाण पत्र प्राप्त करने में एक वर्ष तक का समय लग सकता है।

कई मामलों में, रिकॉर्ड सिस्टम में उपलब्ध ही नहीं होते, जिससे आवेदक असहाय हो जाते हैं।

प्रक्रियात्मक मुद्दों के अलावा, भोइरा ने बीएमसी कार्यालयों में बुनियादी सुविधाओं की कमी की आलोचना की।

“वहां प्रतीक्षा करने की कोई उचित व्यवस्था नहीं है - न बेंच हैं, न पंखे हैं, और वेंटिलेशन भी खराब है। जनता स्वास्थ्य अधिकारी से भी नहीं मिल पाती,” उन्होंने कहा।

उन्होंने आपले सरकार पोर्टल की अक्षमता पर निराशा व्यक्त करते हुए कहा कि डिजिटल सिस्टम पर करोड़ों रुपये खर्च करने के बावजूद, वे आम नागरिकों के लिए काफी हद तक अप्रभावी बने हुए हैं।

“जन्म प्रमाण पत्र प्राप्त करना पीएचडी पूरा करने जैसा लगता है,” भोइरा ने टिप्पणी करते हुए अधिकारियों से प्रक्रिया को सरल बनाने का आग्रह किया।

उन्होंने जवाबदेही और सुधार सुनिश्चित करने के लिए नगर निगम स्तर और राज्य विधानसभा दोनों में इन मुद्दों को उठाने की भी मांग की।
